URBAN VOIDS OF THE CARIOCA CENTRAL URBAN AREA:

CHANGES, PERMANENCES AND DISCONTINUITIES

This research analyzes the project voids formed from urban interventions promoted in the central urban area of ​​Rio de Janeiro since the 20th century based on the theoretical-methodological framework proposed for thematic studies (Borde, 2006). The main objective of this study is the elaboration of an inventory of these urban voids according to the categories, criteria and identifiable elements in the proposed scales of analysis to be presented in a multimedia document. The project voids generated by some interventions by the public authorities in the eagerness to create public lands in valued areas and by the application of urban planning norms, together with the structural voids (functional obsolescence) and conjunctural voids, constitute the great void formation processes urban areas in the central urban area. The permanence and diversity of the urban void situations that often cross different moments in Rio's urban history indicate that, possibly, the urban voids would have ceased to be transitory elements and to conform situations of exceptionality in this context. The urban void would thus be one of the structuring morphological elements of the central area of ​​Rio de Janeiro. Four large project sets were identified, that is, heterogeneous urban fabrics made up of project voids and the destabilized sectors of their surroundings, in the central area of ​​Rio: Avenida Presidente Vargas, Esplanada do Castelo, Esplanada de Santo Antonio and, to a lesser extent , the Red Cross area. The inventory of these project sets can instrumentalize public policies, urban and architectural projects, as well as civil society initiatives for the transformation of these situations of urban voids and the construction of a more just and equitable city for its citizens. In this sense, this research had privileged the reading of these project sets from the central area of ​​Rio, in their morphological and quantitative aspects.
